However, treatment is a procedure performed to alleviate the individual's suffering or improve the individual's health. It is inappropriate to mention 'punishment' and 'treatment' together. 2. Chemical castration, whether as a punishment or a treatment, is performed on the genitals. However, the problem is not in the genitals, but in the person who possesses them and their mental makeup. People do not commit sexual crimes only with their penises; as long as the inclination towards sexual crime exists in the mind, the perpetrator can commit this crime in many ways and with various means other than the genitals.<\/p>\n
3. What is called a "sexual crime" is not solely driven by sexual gratification. Sexual crime is not, as is often thought, merely an act aimed at increasing sexual satisfaction. Behind such behaviors, directed at children, women, and sometimes even men, lies an attempt to "intimidate" the chosen victim and "establish power" over them. Therefore, focusing solely on impairing the functionality of the penis in such a situation misses the whole picture, reducing a complex problem with social dimensions to only its sexual aspect. However, the state should, first and foremost, take maximum measures to prevent sexual crimes, prioritize the protection of victims, and address the rehabilitation of perpetrators of sexual crimes. To think that the likelihood of committing sexual crimes can be reduced with medication in someone who cannot understand the suffering of their victim and lacks the capacity for "empathy" means trying to understand a complex and multifaceted problem within a narrow framework.<\/p>\n

5. Any form of sexual violence against a child, a woman, or indeed any human being, should be considered a crime against humanity, and everything necessary should be done to prevent such crimes. However, it is important to remember that not all individuals who commit sexual crimes will repeat the same offense. In fact, chemical castration administered to a paroled or discharged offender, or a pedophile who has been discharged from a hospital, is done to prevent the recurrence of the crime. In other words, it is a preventative measure against a crime that has not yet been committed. If this is a punishment, it is not directed at the crime itself, but rather at the possibility or assumption of committing the crime.<\/p>\n
